Two people were killed when Jihad Al-Shamie, 35, carried out the car and knife attack at Heaton Park Hebrew Congregation Synagogue on 2 October. Counter Terrorism Policing North West said the 30-year-old man was originally arrested on suspicion of the commission, preparation and instigation of acts of terrorism. The force said he had been re-arrested earlier at Manchester Airport on suspicion of failing to disclose information contrary to Section 38B of the Terrorism Act 2000. He has since been released on bail with conditions. According to legislation, the Act applies where a person has information which he knows or believes might be of material assistance in preventing terrorism, and does not disclose it "as soon as reasonably practicable".
